    Gladys concentrates her practice in the areas of estate administration, estate planning & trusts, elder law, and special needs. Gladys also assists the firm's business clients with their business operations, including governance, formations and dissolutions, and contract drafting.


    While in law school, Gladys served as Internal Managing Editor of the Law Review. She was also the selected recipient of The Bruce M. and Elizabeth M. Monroe Intellectual Property Scholarship.


    Prior to joining the firm, Gladys gained legal experience with the Pennsylvania Department of Human Services where she worked on a number of matters related to medical assistance programs and the state-supervised child welfare system. Prior to her legal career, Gladys worked in commercial real estate market analysis and in the financial technology industry.

    James H. Cawley is Of Counsel to SkarlatosZonarich following his retirement as a Commissioner of the Pennsylvania Public Utility Commission. His practice is concentrated on public utility law and lawyer-to-lawyer appellate matters.​


    James served as a PUC Commissioner from 1979 to 1985 and again from 2005 to 2015. In 2008, he was appointed Chairman by Governor Rendell and served in that capacity for three years. In between his public service, he was a partner in two major law firms representing public utilities, competitive electric, natural gas, and telecommunications providers, and insurance companies.


    ​While in private law practice, James served as a member of the Pennsylvania Energy Development Authority, the Board of Directors of Pennsylvania-American Water Company, and the Board of Directors of the West Shore Country Club.

    Kathy Speaker MacNett focuses her practice on management-side labor relations, employment law and related legislative and regulatory developments. Her practice combines preventive approaches to labor relations matters and representation of employers before federal and state administrative agencies and courts. Kathy utilizes her practical knowledge of the legislative, executive and judicial branches of state government to gain effective results for her clients.     Kathleen Murren is a member of SkarlatosZonarich LLC's estate planning and administration section, concentrating her practice in the area of estate administration. She pursues comprehensive and expeditious administration of all decedent estates, working collaboratively with SkarlatosZonarich LLC’s Chief Financial Officer and SkarlatosZonarich LLC’s exceptional estate and elder law teams.

    Elizabeth Place concentrates her practice in the areas of law most relevant to the elderly and persons with special need.     Bridget M. Whitley, Of Counsel, concentrates her practice in the areas of estate planning and trust and estate administration. She assists high net-worth clients with planning to maximize federal estate tax savings using lifetime transfers, and specialized trusts such as the Qualified Personal Residence Trust, the Grantor Retained Annuity Trust, and the Charitable Remainder Trust. She also counsels clients with modest estates to achieve non-tax objectives, such as guardianship of minor children, special needs trusts for disabled beneficiaries, protecting the inheritances of children of blended families, and Medical Assistance eligibility planning. Her practice also includes business succession planning using family limited partnerships, corporate reorganizations, non-qualified deferred compensations plans, and buy-sell agreements. Bridget has counseled in the areas of prenuptial agreements, private foundations, qualified domestic relations orders, and charitable giving. She is experienced in the preparation of federal estate tax returns, Pennsylvania Inheritance Tax returns, fiduciary accountings, and fiduciary income tax returns.


    A frequent lecturer for the National Business Institute, Bridget speaks on estate planning and estate administration topics, and has lectured for the Pennsylvania Bar Institute on various subjects, including drafting wills, trusts, powers of attorney and living wills, drafting for the marital deduction, fundamentals of estate administration, preparing the federal estate tax return, and estate planning for subsequent marriages.     Jackie Wolpert is a Certified Public Accountant for the law firm of SkarlatosZonarich LLC. With over 30 years of tax experience and as a non-attorney professional working with attorneys, she is able to bring an in-depth understanding of numbers and value to the resolution of estate and trust tax issues, thus providing a unique point of view to the estate team.


    The focus of Jackie's services to the firm are as support for the Estate administration team providing assistance with all aspects of estate administration including estate and trust tax planning, and preparation of federal and state inheritance, gift and fiduciary income tax returns. In addition, due to her extensive experience working with small businesses and non-profits, assistance is frequently provided in those areas as well.


    ​Early in her accounting career, Jackie worked as a CPA with the Big 8 accounting firms of Touche Ross & Co., a predecessor of Deloitte Touche Tohmatsu, and Peat Marwick Mitchell and Co., a predecessor of KPMG Peat. Prior to joining SkarlatosZonarich LLC, she was a tax manager with the Central Pennsylvania accounting firm of Smoker Smith & Associates where she specialized in estates and trusts. Jackie originally joined the law firm in 2004 as the Chief Financial Officer. She took a 3-year hiatus to work as the Chief Financial Officer for a local non-profit arts organization after which she rejoined the firm in her new capacity.

    Anthony L. Loscalzo, Of Counsel, advises clients on all aspects of estate planning to accomplish their goals while minimizing taxes and addressing sensitive family considerations. His practice is concentrated in estate planning, administering trusts and estates, tax planning for individuals & small businesses, and preparing federal gift tax returns and death tax returns (Federal Estate Tax and PA and NJ Inheritance Tax). He is experienced in the preparation of federal and state income tax returns for individuals, fiduciary income tax returns and fiduciary accountings. 


    Throughout his career, Anthony has successfully accomplished Pre and Postmortem tax planning by using qualified disclaimers to address possible changes in family circumstances and tax laws.     Abigail Zonarich concentrates her practice on assisting clients in a wide array of areas, such as elder law and special needs, estate planning and trusts, estate administration, litigation, personal injury, and wrongful death.​


    ​Prior to joining the firm, Abigail worked in the healthcare (litigation) industry, with a focus on advocacy for those neglected and abused by healthcare providers, particularly in nursing homes and assisted living facilities. During her law school education, she clerked for the Honorable Judge Michael Wojcik at the Commonwealth Court of Pennsylvania in 2019, followed by a clerkship in 2020 at Wilkes and Associates, P.A. Her education was enhanced through roles as a member of the Duquesne Health Law Society and executive content editor of the Duquesne Law School's Energy and Environmental Law Journal. 


    ​Abigail has more than a decade of experience in the legal field, beginning as a legal assistant, continuing on to law school, and now working as an attorney.
